Currently, for one of our Partners, we are looking for an experienced Technical Project Manager (m/f/n) to support a long‑term project delivered for an organization of the European Commission based in Brussels.
Tasks:
Support functional analysis activities, contributing to requirements gathering, business process mapping, and solution definition in collaboration with the Business Manager and technical teams.
Coordinate horizontal activities across workstreams and teams to align priorities, avoid duplication of effort, and maximise delivery outcomes.
Produce and maintain comprehensive documentation: project plans, decision records, functional specifications, and process descriptions, accessible to both policy and technical audiences, ensuring traceability, audit readiness, and knowledge transfer.
Facilitate decision-making processes, ensure transparent information, coordinate stakeholder input, and escalate unresolved issues to the relevant governance body.
Oversee the full lifecycle of digital solutions, from initial concept through deployment and retirement, applying continuous improvement practices at each phase.
Conduct feasibility studies and cost-benefit analyses to evaluate solution options, validate assumptions, and support investment decisions.
Map and evaluate existing processes to identify inefficiencies and opportunities for improvement, using recognised process analysis and modelling techniques.
Operate in both Agile and structured delivery environments, selecting and adapting the methodology to the specific project context and governance requirements.
Requirements:
At least 15 years of experience in project management.
At least 15 years of experience in stakeholder management for cross-border complex environments.
At least 1 year of experience in projects related with modernisation of customs administrations at cross-border level.
At least 1 year in IT infrastructure and the full development and management lifecycle of digital solutions (SDLC and associated methodologies).
At least 1 year in enterprise architecture concepts and integration strategies involving complex system landscapes, multi-vendor environments and system-to-system connectivity.
At least 5 years managing projects involving cloud platforms, data solutions or AI-based systems within institutional contexts, including cloud services and deployment models (IaaS, PaaS, SaaS).
At least 5 years in IT procurement, service level agreements and contract documentation, including IT service management frameworks (e.g. ITIL 4).
At least 10 years developing project estimates and effort breakdowns from business cases prior to project initiation, including feasibility inputs, resource sizing and cost modelling.
At least 5 years' awareness of emerging technologies relevant to public sector IT environments, including strategy and innovation (growth strategy, value creation, innovation management, and translating strategic vision into delivery).
At least 1 year of experience with cybersecurity principles including identification of security-related risks in IT projects and engage with security teams on mitigation.
At least 1 year in business process modelling techniques (e.g. BPMN or equivalent) and systems thinking principles applied to complex IT project environments, to support requirements definition and process documentation.
At least 1 year in relational database principles and data modelling, and in programming languages and development frameworks (e.g. Java).
At least 1 year managing IT projects (including business analysis) related to customs procedures.
Experience working an international/intergovernmental organisations or central national administration (e.g. European Institutions or other large public administrations) (profiles with more than 5 years of experience will be evaluated more favourably).
Excellent knowledge of English (minimum level B2 of the Common European Framework of Reference for Languages – CEFR), with strong written and oral communication skills.
Certificates:
One of the following or an equivalent certification: PM², Project Management Professional (PMP) or PRINCE2.
Certification in Agile methodologies, such as PMI Agile Certified Practitioner (PMI-ACP), ICAgile Certified Professional (ICP), or equivalent.
Certification in Scrum Master practices, such as Certified ScrumMaster (CSM), Professional Scrum Master (PSM), SAFe Scrum Master (SSM), or equivalent.
Certification in Scrum Product Ownership, such as Certified Scrum Product Owner (CSPO), Professional Scrum Product Owner (PSPO), SAFe Product Owner/Product Manager (POPM), or equivalent.

Mostly remote set-up. Services must be performed from within the EU. Two physical meetings with the customer are foreseen per 12-month period, max 2 days each. These planned meetings are at the contractor’s cost.
Rate: 450-540 EUR/MD
