Technical Architect

Currently, for one of our Partners, we are looking for an experienced Technical Architect (m/f/n) to support a long‑term project delivered for an organization of the European Commission based in Brussels.

Tasks:

• Provide full oversight, coordination, and design of one or more of the eDelivery products (Domibus, DomiSMP, DomiSML, eDelivery Conformance Testing Platform) in coordination with the eDelivery Solution Architect(s).

• Design, develop, and implement detailed technical architectures and implementation guidelines for systems and applications.

• Collaborate with stakeholders to understand and gather technical requirements.

• Develop solution prototypes and proofs of concept.

• Ensure technical solutions align with business goals and objectives.

• Evaluate and recommend tools, frameworks, and technologies.

• Create and maintain detailed technical documentation, including component designs, sequence diagrams, API specifications, configuration runbooks, and test strategies.

• Provide technical leadership and guidance to development teams.

• Conduct code reviews to ensure quality and adherence to standards.

• Identify and mitigate technical risks and issues, including those related to performance, security, dependencies, and technical debt.

• Stay updated with emerging technologies and industry trends.

• Define non-functional requirements (NFRs), establish performance budgets and Service Level Objectives (SLOs), and plan for system capacity and scalability.

• Implement observability (logging, metrics, tracing) and reliability patterns (e.g., graceful degradation, backpressure) to ensure system resilience and performance.

Requirements:

• Experience in software design (profiles with more than 7 years of experience will be evaluated more favourably).

• 10 years of experience in back-end languages and frameworks (e.g., Java, Jakarta EE, Spring/Spring Boot, Hibernate).

• 5 years of experience in software design to create scalable and maintainable solutions.

• 5 years of experience in distributed systems design.

• 5 years of experience with networking concepts and protocols.

• 5 years of experience with enterprise integration patterns and APIs.

• 5 years of experience designing and implementing distributed transactional systems (ACID properties, two-phase commit (2PC) and XA transaction protocols, and transaction management across heterogeneous middleware (e.g. application servers, message brokers, and databases)).

• 5 years of experience with observability and monitoring practices (e.g., logging, tracing, metrics) to ensure system reliability and resilience.

• 3 years of experience with security principles and best practices.

• 3 years of experience with containerization tools (e.g., Docker).

• As this role is expected to be as a superset of the role eDelivery Back-end Software Engineer, it must also fulfil the minimum requirements for specific expertise and technologies described under the role eDelivery Backend Software Engineer.

• Excellent knowledge of English (minimum level C1 of the Common European Framework of Reference for Languages – CEFR), with strong written and oral communication skills.

• Experience producing structured technical documentation, specifications and presentations in English.

• Good knowledge of French (minimum level B2 of the Common European Framework of Reference for Languages – CEFR) is considered an advantage

Nice to have:

• Experience with the key standards around which eDelivery is built: OASIS ebMS3, AS4, SMP, BDXL and ebCore PartyId and the eDelivery profiles thereof (eDelivery AS4 profile, eDelivery SMP profile, eDelivery BDXL profile and eDelivery ebCore PartyId profile) - (profiles with more than 2 years of experience will be evaluated more favourably).

• Experience with DevSecOps practices, Continuous Integration and Continuous Delivery (CI/CD) pipelines and Software Development Life Cycle (SDLC) - (profiles with more than 3 years of experience will be evaluated more favourably).

• Experience with cloud platforms such as AWS, Azure, or OVH (profiles with more than 3 years of experience will be evaluated more favourably).

• Experience with fundamental front-end languages such as JavaScript, HTML and CSS.

• Experience with front-end frameworks and libraries (e.g., Angular, React, Bootstrap) to design responsive and maintainable user interfaces.

• As this role is expected to be as a superset of the role eDelivery Backend Software Engineer, the Other skills and expertise for specific expertise and technologies described under the role eDelivery Backend Software Engineer are applicable here as well.

• Experience working in an international/intergovernmental organisation or central national administration (e.g., European Institutions or other large public administrations).

• Experience diagnosing complex technical issues.

• Experience leading an IT team.

Certificates:

• Certification of expertise in Java enterprise-centric software architecture and/or software development.

• Mostly remote set-up. Services must be performed from within the EU. Two physical meetings with the customer are foreseen per 12-month period, max 2 days each. These planned meetings are at the contractor’s cost.
