Project Development Manager- Data Centers, EMEA

Nebius is a leading cloud infrastructure provider dedicated to the global AI economy, building a full-stack platform that supports developers and enterprises. We are currently seeking a Project Development Manager to join our Infrastructure Acquisition Group and lead the development of AI infrastructure projects across the EMEA region.

Key responsibilities

• Lead the development of AI infrastructure projects from executed agreement through construction readiness.
• Manage integrated development roadmaps, schedules, budgets, and key milestones.
• Coordinate permitting, entitlement, utility planning, and infrastructure requirements.
• Recommend Go / No-Go decisions as projects advance through development stages.
• Deliver development-ready projects to the delivery organization with complete documentation and minimized risk.

Requirements

• 8+ years of experience in data center, industrial, or mission-critical infrastructure development.
• Proven expertise in managing permitting, entitlement, utility coordination, and consultant teams.
• Strong understanding of owner's budgeting, development scheduling, and risk management.
• Excellent communication skills with the ability to present to executive stakeholders.
• Bachelor's degree in Civil Engineering, Construction Management, Architecture, or a related field.
