Java Technical Lead for the Business to Government Unit

Job Description

We are seeking an experienced Java Technical Lead to join our team in either our Vilnius or Kaunas office, with the flexibility to work remotely. In this role, you will be part of our Business to Government Unit and take ownership of the technical direction for projects delivered to public sector clients. You will ensure that business objectives are translated into scalable, maintainable technical solutions and oversee successful delivery from planning through launch. Responsibilities

• Lead and mentor a team of Java developers throughout the full software development lifecycle.
• Design, implement, and optimize software applications with a strong focus on performance, reliability, and scalability.
• Drive architectural decisions, solution design, and the overall technical strategy for complex systems.
• Conduct code reviews, troubleshoot complex issues, and ensure adherence to high-quality engineering standards.
• Apply and champion best practices in CI/CD pipelines, development workflows, and automation initiatives.
• Support and oversee release deployment activities to ensure smooth delivery and stable operation of applications.
• Collaborate closely with internal teams and external stakeholders to translate business needs into technical solutions.
• Contribute to long-term platform strategy, technical roadmap planning, and continuous improvement initiatives.
• Work as part of Agile Scrum teams, guiding, mentoring, and supporting team members to achieve shared goals.
• Take an active role in all phases of the software development lifecycle—from concept and design to deployment and maintenance.

Requirements

• Proven professional experience in Java development.
• Hands-on experience with Java Spring Boot, J2EE, Git, Maven, Docker.
• Solid PL/SQL knowledge and experience working with relational databases (Oracle/MSSQL).
• Experience with microservices or event-driven architecture (RabbitMQ).
• Strong sense of ownership, accountability, and proactiveness.
• Skilled stakeholder management and effective organizational abilities.
• Fluency in Lithuanian and English (minimum B2 level).
• It would be an advantage if you have experience working with governmental institutions.
• Have experience with data integration.
